The Contract

A People's Contract

"This is not a list of sweet promises. It is a contract. Written, public, and yours to hold me to. Because Aikinmu ne Shaidarmu — Our Work is our Evidence."

We, the people of Katsina Local Government Constituency, deserve a representative who understands our reality. Not as a statistic, but as a lived experience. Katsina has talent, land, faith, resilience, extraordinary women, hardworking farmers, and communities that deserve clean water, proper sanitation, and the basic dignity that comes with both.

I, Huzaifa Yakubu Musa (Huzex), present myself not as a politician seeking power, but as a builder answering a call. Every commitment in this manifesto is measurable. Every quarter I will be asked: what have you built? I will answer.

This is not a campaign. It is a movement. Tafiyar Huzex: a forward journey that belongs to every family, every trader, every farmer, every young graduate, every widow, every youth who has ever been told to wait. Aikinmu ne Shaidarmu.

01

Women: Foundation, Not Afterthought

At least 40% women's participation across every programme: permanent and non-negotiable. Women's Advisory Council with real decision-making power. Economic Empowerment Programme connecting women-led businesses to digital commerce platforms. Gender-based violence is a public crisis, not a private matter. We commit to zero-tolerance advocacy, safe and anonymous ward-level reporting channels, and survivor support structures through faith-based and women's organisations.

02

Security: Tackling Thuggery & Kauraye

Ward-level policing advocacy, community and religious leader engagement, and the Innovation Hub as the primary economic alternative to organised youth thuggery. Enforcement plus opportunity.

03

Drug Abuse: The Crisis We Fight Openly

Accessible youth rehabilitation with no stigma, drug awareness across primary and secondary schools, advocacy for stronger enforcement against dealers, and mental health integration into the Hub curriculum.

04

People with Disabilities: Seen, Included, Prioritised

Dedicated spaces in every programme, with a minimum inclusion quota in the 100 Builders annually. Accessible events and advocacy for ramps and inclusive infrastructure in all public constituency spaces.

Section 03 (A) · Execution Plan

Legislative Agenda
Part I of II

1

Clean Water for Every Ward

Water

Water scarcity affects health, productivity, and dignity. Huzaifa will use his legislative mandate to push for capital allocation and partner with WASH agencies to prioritise the most underserved communities: mothers who travel far for water, and schools where children cannot wash their hands. Community-led maintenance structures will be established so each installation remains functional long term.

2

100 Builders Programme

Youth

Built on the proven Kirkira Innovation Hub model, the 100 Builders Programme gives young people in Katsina LGA access to hands-on digital skills training, one-on-one mentorship from established entrepreneurs, and connection to the SOLO SME platform for market reach. This is not a short course. It is a structured pathway from skill to income.

3

Women's Advisory Council

Women

This council will meet before budgets are approved and before constituency projects are selected. Women will shape priorities, not just receive the outcomes of decisions made without them. Connecting women-led businesses onto SOLO SME gives economic independence alongside political representation. The 40% inclusion target is embedded into every programme by design.

Execution Plan · Water, Youth & Women

Page 06

Section 03 (B) · Execution Plan

Legislative Agenda
Part II of II

4

PHC Renovation & Virtual Health Access

Health

The nearest referral hospital is often hours away, and a specialist may be even further. Well-resourced PHCs save lives before that journey becomes necessary. Huzaifa will advocate for constituency-level health funding that includes a Virtual Consultation Hub in each PHC: a dedicated telemedicine station where community members are connected in real time to qualified doctors and specialist consultants, regardless of where those professionals are based. Digital patient records will reduce duplication and information loss. Community health workers will be trained to facilitate virtual sessions, ensuring quality care reaches the last mile, especially for mothers, children, and the elderly who cannot easily travel.

5

Open Constituency Office

Governance

A representative who disappears after election day is not a representative. Quarterly written reports will be published and distributed. Town halls will be held consistently, not only when elections are near. Every constituent will know what was proposed, what passed, what failed, and why. The office will be open to all, no appointment needed.

6

Widows & Orphans Support Network

Welfare

Many of the most vulnerable people in our community have no political voice and no champion. Huzaifa commits to working with community leaders, religious organisations, and welfare partners to build a structured support network, connecting widows to skills training, legal assistance, and income opportunities, and ensuring orphans have access to educational support and mentorship at every level.
